On October 1, 1980, Walter Chiang started his own firm, Chiang and Associates, Inc., in Arlington, Texas. In August 1986, he moved his company to the Dallas area where it is known today as CP&Y, Inc. Under Mr. Chiang's leadership, CP&Y has earned a reputation for performing high quality engineering and planning work.

More than 150 Mexican business representatives participated in an “Invest in Texas” seminar hosted in Mexico City by the State of Texas. Communities from throughout Texas participated in this seminar to present opportunities within their region, including the Dallas Regional Chamber. The Chamber met in one-on-one meetings with some 20 of these businesses and more informally interacted with a multitude of additional companies.

Texas Governor Rick Perry’s Office, along with the Railroad Commission, organized the 10th Annual Texas Trade & Investment Mission to Mexico in the Energy Sector. It was held August 24-26, 2009, at the Maria Isabel Sheraton Hotel in Mexico City. Participating Texas leadership included Secretary of State Hope Andrade, Land Commissioner Jerry Patterson, TCEQ Chairman Buddy Garcia, several Texas House members and multiple businesses from across Texas.
