The Dallas Regional Chamber
co-hosted with Alliance Texas a Chinese delegation from Suzhou Industrial Park. Representatives from both companies shared their similarities as both talked about the economic advantages of Suzhou and the North Texas Region.
The Suzhou Industrial Park was built on a Chinese modernization drive that gained momentum in the late 1980s. Many Chinese delegations visited Singapore, a southeast Asian nation that achieved economic miracle within 30 years of independence. The Chinese visitors were eager to learn modern management methods, while Singapore was also planning Economic Regionalization, which focused on overseas investment.
In 1992, the idea of developing a modern industrial township with Singapore experience was broached. During his tour of southern China that year, China's late paramount leader Deng Xiaoping said: "Singapore enjoys good social order and is well managed. We should tap on their experience, and learn how to manage better than them."
After rounds of discussions and site surveys, both governments decided to join hands in developing a modern industrial park in the east of Suzhou. The China-Singapore Suzhou Industrial Park (CS-SIP) was thus born on Feb. 26, 1994 when Chinese Vice Premier Li Lanqing and Singapore Senior Minister Lee Kuan Yew signed the Agreement on the Joint Development of Suzhou Industrial Park in Beijing.
AllianceTexas, represented by Steve Boecking, Co-Chair of the Dallas Regional Chamber’s Asia Task Force spoke about the company’s master-planned, mixed-use community located in north Fort Worth. “AllianceTexas offers a variety of commercial real estate options, including new industrial, office and retail anchored by the inland port known as the Alliance Global Logistics Hub. AllianceTexas is home to more than 220 companies, 28,000 employees and 7,100+ single-family homes.”
After a brief discussion and presentations from both sides, the Suzhou Industrial Park representatives were eager to receive our Dallas Regional Chamber and Steve at their facilities in China.
CentrePort Canada Inc. Delegation in Dallas

The State of Texas and Canada continue to expand their mutually beneficial trading relationship. 521,750 jobs are created in Texas from Canada-U.S. trade. The state’s exports to Canada rose by over 18% while bilateral trade flows increased by $1.8 billion over the previous year. As a result, Canada remains Texas’ second largest export. Our Dallas/Fort Worth region also has a close relationship with Canada, trading more than $600 million for 2008 and remaining as its 21st top trading partner.
The Dallas Regional Chamber’s International Business Council co-hosted with the Consulate General of Canada a business breakfast welcoming a CentrePort Canada Inc. Delegation on January 13, 2010 at The City Club. The Honorable Peter Bjornson, Minister for Entrepreneurship, Training & Trade, of Manitoba, Winnipeg talked about the strengths for investing in their city and how CentrePort Canada Inc. has incentivized global trade in their region. “CentrePort is North America’s newest Foreign Trade Zone (FTZ) and the first inland port in Canada to offer single-window access to FTZ benefits: taxing savings, combined with other business incentives, make the 20,000-acre area an attractive, cost-effective location for manufacturing, distribution and warehousing operations.” The CEO of the project, Diane Gray mentioned that one of the greatest benefits of their inland port is their location which connects markets from eastern and western Canada, the U.S., Europe and Asia.
Sarah Carabias-Rush, our Managing Director gave a presentation about Dallas/Fort Worth’s strengths as a leader center for international business. “Our region shares a lot of similarities with Mannitoba. The region DFW’s central U.S. location is equally close to North America’s five largest business centers: New York, Chicago, Los Angeles, Mexico City and Toronto. The region’s central time zone location, one hour behind the east coast and two hours ahead of the west, extends the working day for companies doing business on both coasts. More than 50 million people can be reached from DFW overnight by truck or rail and 98 percent of the U.S. population can be reached within 48 hours.”

14th Annual International Business Achievement Awards

The chamber’s signature international event featured an awards ceremony celebrating international businesses of the North Texas community.
The International Business Achievement Awards honored Fluor Corporation as the Large Corporate category winner; The Chiapas Project as the Individual category winner; and Design Duncan Miller Ullman as the small to mid-sized company winner, which was named at the event.
Fluor Corporation’s award was accepted by CEO and Chairman, Alan Boeckmann. The Chiapas Project’s award was accepted by its founder, Lucy Billingsley, an area real estate developer. Turner Duncan, Chairman of design firm Design Duncan Miller Ullmann, accepted the Small to Mid-Size Company award.
Following the award ceremony was a fireside chat with the recipients moderated by David Johnson of KRLD-CBS. Discussion topics included the future of the globalization trend, currency fluctuation and business ethics.

Uruguay as a Platform for Global Services December 8, 2009
The Uruguay Investment Promotion Agency hosted the Uruguay Investment Forum on December 8, 2009 in Dallas/Fort Worth.
This forum focused on informing the DFW business community on how to invest in Uruguay and the opportunities this country offers to foreign investment. The Dallas Regional Chamber had a business meeting with the delegation to discuss ways of increasing cooperation between DFW and South America.
2nd Global Women Business Leaders Forum
“A Wealth of Wisdom from Women Worldwide” December 8, 2009
The International Trade Center SBDC with The Women’s Museum and the Office of the Governor, Texas Economic Development Division shared their strategies for success in a global world and managing work/life issues during these challenging economic times. The program explored the following topics: 1) How wise women innovate to overcome various challenges, 2) how more women-business owners can “go global”, and 3) how the arts and culture promote leadership in the business world.
Navigating Global Risk Series: FCPA Seminar

On December 2, the International Business Council’s Economic Development Committee, along with sponsors Lockheed Martin and University of Texas at Dallas, hosted a Foreign Corrupt Practices Act (FCPA) Seminar as part of the Navigating Global Risk educational events series.
Joe Brand, partner for International Business, from Patton Boggs LLP Washington, gave a brief overview of the meaning of the Act and how its enforcement has changed throughout the years even though the law became effective in 1977. His discussion focused on record investigations, highest fines in history, increasingly aggressive Department of Justice and U.S. Security and Exchange Commission auditing, Targeted Industry Prosecutions, and how the Act could be an example for other countries based on the enforcement under the OECD and UN Convention Against Corruption.
The speakers of the seminar included: Erin Crockett, Dresser, Inc.; Scott Sullivan, Flowserve; and Zak Karamally, ACS. All speakers joined Brand in a moderated discussion where they talked about how to implement FCPA compliance programs for companies doing business globally. Also attorneys and in-house trade and compliance executives expressed different points of view on how to address diverse scenarios where corruption could be prevented, especially when dealing with companies in other countries.
Speakers and attendees shared an open question and answer session about how to advise their companies for program implementation, outsourcing and counsel.
Henan Province Business Delegation Roundtable December 2, 2009
The Dallas Regional Chamber’s China Task Force and the China Council for the Promotion of International Trade (CCPIT) of Henan Province hosted a business luncheon to discuss ways to invest and to foster future business relationships with the Dallas international business community.
The delegation included by government officials, trade organizations and company executives from the IT and chemistry industries. During the luncheon, Mr. Yongxin Wu, a representative of the CCPIT introduced the delegation and talked about the new opportunities to invest in the thriving province. Duane Dankesreiter, VP of Research, Dallas Regional Chamber also gave a brief overview of the North Texas economic opportunities. In addition, both attendees and the delegation enjoyed networking after this event.
China Jiangsu -Texas IT Service Business Networking Event

The Dallas Regional Chamber co-hosted with the City of Dallas, HP Enterprise Services, and shorewards.com a Forum focusing on opportunities for collaboration between North Texas and Jiangsu Province, China IT services companies. This event focused on networking opportunities with a distinguished collection of Jiangsu provincial government officials and chief representatives of Jiangsu IT companies seeking solutions and partnership opportunities.
Mr. Shao Ping, Deputy Director of China Jiangsu Provincial Department of Commerce, provided remarks on the business environment in Jiangsu Province with a special focus on the IT outsourcing industry and the work the government is doing to promote its development. Mr. Charlie Bess, HP Fellow, Hewlett-Packard spoke on HP's Role in the IT Services Space. The event was followed by a networking dinner
Korea Premium Tech Plaza 2009

On November 4th and 5th, the Dallas Regional Chamber co-hosted with the Korea Trade-Investment Promotion Agency Dallas (KOTRA- Dallas) for a event, which will connect Korean Technology Companies and DFW Businesses with the Latest in Emerging Technologies and Consumer Electronics - Korea Premium Tech Plaza (KTPT) 2009.
As a strategic partner, Korea offers a multitude of advantages including a strong manufacturing base, state-of-the-art IT infrastructure, a skilled workforce, and a location as a gateway to emerging markets in East Asia. South Korea is currently DFW's second leading trading partner. In 2009, total trade between DFW and South Korea totaled approximately $5 billion U.S. dollars. Among the top items traded were consumer electronics.
KPTP 2009 is the premier event for American retailers, distributors and investors to meet and foster business partnerships with more than 50 of South Korea's most innovative electronics and IT manufacturers. Dallas/Fort Worth business executives will have an opportunity to see first-hand technology on display from the Korean companies in the Exhibit Hall.
The Dallas Regional Chamber's International Business Council (IBC) has hosted trade missions to and incoming delegations from South Korea. The purpose of these initiatives is to foster area businesses' growth internationally and to promote the greater Dallas region as a location for international business development to overseas companies. For the past few years, the IBC's Korea Task Force has brought together experts on doing business in Korea to discuss business development issues and trends. As part of its mission to facilitate trade between South Korea and DFW, the IBC is pleased to co-sponsor KPTP 2009.

The second event of the Navigating Global Risk series focused on managing the risks associated with foreign currency exchange (FX). Discussion topics included current market trends, goals of FX risk management, an incremental approach to hedging, and a roadmap to successful FX risk management. Speakers were Peter Moirano, Foreign Exchange Specialist, Citi; and Len Suazo, Chief Financial Officer, Stellar Global.
The Navigating Global Risk Series offers educational programming on analyzing and avoiding potential risks for companies seeking to conduct business overseas. Events are scheduled monthly, and topics will range from country-specific programming to financial tools and policy know-how.
The Dallas Regional Chamber’s International Business Council presented a global business risk mitigation series titled “Navigating Global Risk.”
The first topic of the series discussed business pracities in India. India offers enormous opportunities to U.S. exporters, large and small, in expanding exports and maintaining U.S. jobs because of solid economic growth even in current credit crisis. In the current economy, executives are eager to learn ways to mitigate business risks to minimize any additional company losses on top of those already caused by the recession. The program focused on post-recession and new government changes in India related to regulatory issues and future investment opportunity sectors.
Trade Mission to Europe - September 19 - 26, 2009
The Chamber will participate in the CoreNet Global Summit, an economic development conference to be held in Brussels, Belgium with a theme of "Moving Forward into the New Global Economy." Chamber staff will also stop in London to visit the International Business Council's Trade and Investment Office hosted by Fulbright & Jaworski L.L.P. and to meet with area businesses and economic development organizations.
Vietnamese Investment Forum - September 22, 2009
The Dallas Regional Chamber and VQ Partners hosted a breakfast event to promote two-way investment between Vietnam and Texas. The keynote speaker, Truong Van Doan, Deputy Minister of Ministry of Planning and Investment for the Vietnamese Goernment discussed Vietnam’s trade and economic policy, infrastructure needs and investment potential.
As one of the fastest growing economies of the world, Vietnam offers many choices for profitable investments in telecommunications, infrastructure development, real estate investments, tourism, manufacturing, health care, clean technologies and food processing.

"Texas on Top of Cancer Research" Issue Forum - August 26, 2009

Deputy Mayor of Brno, Czech Republic Visits Dallas - June 26, 2009

Trade Mission Visit from Quebec's Laval Technopole - June 22, 2009
The Chamber's International Business Development department hosted a brief presentation with a delegation from Laval Technopole in Quebec. The city of Laval has 386,000 residents and is known as Canada’s “Biotech Technopolis” because of the nearly 100 companies and research centers operating in the city. Laval Technopole, an organization that seeks to promote the economic development of Laval, organized this trade mission for member companies to meet with businesses in the Dallas/Fort Worth region and increase their knowledge of how to do business in Texas.

Tecnológico de Monterrey is a private university located in Monterrey, Mexico that seeks to train students who are internationally competitive in their professional field and committed to the economic, political, social and cultural development of their community.
Chairman of Chinamex Middle East Investment and Trade Promotion Center Visits Dallas Regional Chamber - June 16, 2009
A visiting delegation from the Chinamex Middle East Investment and Trade Promotion Center met with select members of the International Business Council and Dallas Regional Chamber leadership on June 16, 2009. The main purpose of this visit was to promote further understanding of the Dallas/Fort Worth region and to discuss the business opportunities on Chinamex's projects in United States, including but not limited to strategic cooperation, exhibitions, distribution, investment, and international M&A. Consul General of India Visits Dallas Regional Chamber - June 11, 2009
On June 11th, the Chamber hosted the Consul General of India for the Southwest United States Sanjiv Arora, based in Houston. He visited with Chamber president, Amb. James C. Oberwetter and Chamber staff during his second visit to Dallas, along with Dallas Mayor Tom Leppert and other meetings. With air cargo trade between DFW and India reaching $527.5 million in 2008, this is a fast becoming a key market for Dallas area companies.

Breakfast Briefing with Chinese Delegation - May 18, 2009
The Chamber's International Business Council hosted a brief presentation and interactive networking breakfast with the Tianjin, China Economic Development Area (TEDA) delegation. As DFW's number one trading partner with trade totalling more than $17 billion in 2007, China plays an important role in the north Texas region's economy. Both Ambassador James C. Oberwetter, President of the Dallas Regional Chamber, and Mr. Xiangyu Ni, Vice Chairman of the TEDA Administrative Commission, expressed the desire to strengthen relationships between DFW and the strong economic region of Tianjin.
9th Annual State of Technology Luncheon and Innovation Showcase - May 7, 2009
With approximately 228,000 technology jobs, the greater Dallas region has become one of the world's most active technology hubs and home to 14 distinct technology industries. Technologies created in the DFW region enable many of the activities in the global economy today. Technology strengths and sheer size guarantee the region a place in today's international economy.
Therefore, it is only fitting that the Chief Executive Officer of Microsoft Corporation chose a major international technology city such as Dallas to address an audience. Steve Ballmer, CEO of Microsoft Corporation, spoke to about 1,000 technology leaders at the Dallas Regional Chamber's 9th Annual State of Technology Event hosted at the Dallas Convention Center.
The State of Technology Luncheon is the premier technology event by the Dallas Regional Chamber’s Technology Business Council. The event brings together regional technology and life science executives through a luncheon and exposition. The luncheon focuses on current issues as discussed by a notable keynote speaker, while the exposition showcases cutting-edge products and services with hands-on exhibits.

Chamber Mission to Spain to Inaugurate American Airline's New Flight to Madrid - April 30 - May 7, 2009
Texas' First Lady Anita Perry and 35 representatives from the Dallas region helped inaugurate American Airlines direct flight from Dallas/Fort Worth International Airport to Madrid, Spain's Barajas International Airport, a flight service expected to generate an economic impact of $130 million annually for the DFW region.
The delegation consisted of business, government and cultural leaders from DFW, and included representatives from the Dallas Regional Chamber and the Fort Worth Chamber. Janet Kafka and Associates partnered with American Airlines and Spanish partners to organize a mission that allowed delegates to network with Spanish contacts from broad industry sectors, develop potential business opportunities, experience Spanish cultural highlights and enjoy great Spanish foods and wines.
This mission is certain to be one of many DFW-Spain activities to come and sought to begin building the cultural and business bridges certain to be expedited now with a direct flight.

Chamber Co-Hosts Private Dinner for European Embassy Officials

The Dallas Regional Chamber, the European-American Business Council (EABC), and the World Affairs Council of Dallas Fort Worth welcomed fifteen officials from the European Union (EU) and the European Commission for a private dinner sponsored by Mary Kay Inc. on April 23rd at the Tower Club. The dinner was attended by about 85 Dallas/Fort Worth business and industry leaders.
The dinner program included a sneak preview of the Dallas Regional Chamber’s Global DFW study, presented by Ambassador James C. Oberwetter, President of the Dallas Regional Chamber. Members of the Chamber’s Economist Council and Dr. Lyssa Jenkens, Ph.D., Chief Economist and Vice President of Research, conducted an ongoing study to assess the region’s competitive advantages and challenges in the global economy. The dinner program also included a welcome address from David Holl, Chief Executive Officer of Mary Kay, and a presentation from Michael Maibach, EABC President and Chief Executive Officer, on “The Atlantic Century: US and EU Innovation and Competitiveness Metrics.”

European Ambassador Addresses Dallas Audience

On March 17, The Dallas Regional Chamber and the World Affairs Council of Dallas/Fort Worth hosted His Excellency John Bruton, Ambassador of the European Union to the United States. Ambassador Bruton spoke on diplomacy and business relations between the U.S. and the E.U., as well as how both must lead the movement to restore global economic stability.
As the two largest economies in the world, this trade relationship is increasingly important to the U.S. in light of the present global economic crisis, and significantly impacts the DFW economy. In 2008, total trade between DFW and the E.U. reached nearly $343M. Europe will be among the focus regions for this year's International Business Council's Program of Work. Chamber Hosts Ex-Im Delegated Authority Training

On March 13, the Dallas Regional Chamber’s International Business Council hosted the Ex-Im Bank Delegated Authority Training and Luncheon. This program taught lenders how to extend pre-export working capital loans to qualifying U.S.-based companies that sell internationally. Lenders also learned about international buyer financing and how to finance their customers’ exports using new Ex-Im Bank products and policies.
By completing this full-day training, attendees were qualified to become Ex-Im Bank Delegated Authority Lenders, which enables them to process and commit Ex-Im Bank working capital applications at their own speed while also obtaining a fee as well. During the luncheon program, Mr. John Richter, senior vice president of the small business division of the Export-Import Bank of the United States, addressed “The United States’ global competitiveness and the role of small business exporters in the future for the U.S. economy.”
The Dallas Regional Chamber is proud to be the first Chamber to have a city-state partnership with the Ex-Im Bank and to have hosted this program six times now. Through this partnership, the Chamber promotes awareness of Ex-Im products and services, so that Dallas/Fort Worth’s flourishing exporting community will continue to support our regional economy. The Dallas/Fort Worth region contributes significantly to Texas’ profile as the top exporting state for six years running. In 2008, exports from DFW-area companies counted for nearly $20 billion, over a 60% increase since 2000. Texas is the third most active state with Ex-Im programs.
Dallas Regional Chamber Co-Hosts Egyptian Ambassador for Private Roundtable Discussion - February 27, 2009
The Chamber’s International Business Council (IBC) and the Business Council for International Understanding (BCIU) hosted His Excellency Sameh Shoukry, Ambassador of Egypt to the United States, and His Excellency Elhusseini Abdelwahab, Consul General of Egypt. On February 27th, Ambassador Shoukry met with key Dallas executives for a closed roundtable discussion to promote relations between Egypt and the Dallas area.
Ambassador Shoukry gave a general overview of Egypt’s economy and trade relations with the U.S. and China. He also responded to concerns regarding the peace process in the region, specifically commenting on the West Bank and Darfur. As a growing economy with financial stability, the Ambassador stated that Egypt serves as a bridge between the Middle East and Africa. Furthermore, Consul General Abdelwahab highlighted his plans to strengthen trade relations between the Dallas area and Egypt as a priority during his term. In 2008, total trade between the North Texas region and Egypt amounted to roughly $43 million. The Chamber looks forward to partnering with the Consul General to see these numbers increase during the coming year.
Bureau of Industry and Security (BIS) Seminars

The two-day program was lead by BIS's professional counseling staff and provided an in-depth examination of the EAR. The program covered the information exporters need to know to comply with U.S. export control requirements on commercial goods. Presenters conducted a number of "hands-on" exercises that prepared attendees to apply the regulations to their own company's export activities.

Dallas Regional Chamber Welcomes Royal Thai Embassy

On February 20, the Dallas Regional Chamber’s International Business Council hosted the Royal Thai Embassy for a business luncheon in effort to promote two-way investment between Thailand and Texas.
Dallas Regional Chamber President, Ambassador James Oberwetter, and The Honorable Forrest Smith, Honorary Consul General for Thailand, each welcomed the delegation and briefly highlighted the importance of this trade relationship.
Members of the delegation, led by Mr. Damrong Kraikruan, Chargé d’Affaires, gave an overview of Thailand’s current economic situation and trade infrastructure and presented the various investment opportunities in Thailand. The delegation also included representatives from the Royal Thai Embassy’s Office of Commercial Affairs, the Office of Economic and Financial Affairs and representatives from the Board of Investment of Thailand, New York office.
Following the delegates’ presentation, Dr. Mine K. Yücel, vice president and senior economist for the Federal Reserve Bank of Dallas, gave an overview of Texas’ current economic situation. International Business Council Chair Frank Roby then opened up the floor for one-on-one Q&A time with the delegates.
The Chamber is pleased to have hosted the Thailand Business Luncheon and both parties look forward to future partnership opportunities to further strengthen relations between the Dallas region and Thailand.
Consul General of Israel Visits Dallas - February 6, 2009
On February 6th, Consul General of Israel, Asher Yarden, and Consul for Economic Affairs, Roee Madai, visited Dallas to strengthen ties with the Dallas area and foster business relationships with the Dallas Regional Chamber.
The Consul General and Consul Madai met with Dallas Regional Chamber President, Ambassador James Oberwetter, and members of the International Business Development team to discuss the strengths of the Dallas area and opportunities for involvement in the Chamber's international and technology business initiatives. Both parties look forward to engaging in joint participation and further cultivating the relationship between the United States and Israel.
